Retired from the Indian Administrative Service (IAS), Sunil is former Finance and Revenue Secretary, Government of India, Secretary – Disinvestment, Government of India and Secretary – Power, Government of West Bengal. He has over 40 years of public service experience in diverse fields such as Industrial Development, Public Enterprise, Energy, Defence and Finance.

Mr. Ashwajit Singh is the Founder & Managing Director of IPE Global, the largest social sector management consultancy firm in South Asia. With more than 30 years of public service, Shri C. K. Mishra has served as an administrator, policy-maker and public health strategist holding a wide range of assignments in the fields of Health, Education, Industry and Power. As Former Secretary, Ministry of Environment, Forest & Climate Change, Government of India, he has led Indian negotiations at important Forums such as United Nations Framework Convention on Climate Change; Montreal Protocol on Substances that Deplete the Ozone Layer and various other multilateral events.   Prior to this, he was Secretary in-charge of Ministry of Health & Family Welfare and also held the additional charge of Ministry of AYUSH for some time. Earlier as Additional Secretary & Mission Director, National Health Mission, he led one of the largest public health programme globally. Shri Mishra is recognized for his significant contributions to improving the Indian Public Health landscape.

 

Kawaljit Singh

Non-Executive Director

Retired from the Indian Revenue Service (IRS), Kawaljit is a former Chief Commissioner of Income Tax, Rajasthan and Madhya Pradesh, and Finance Member, Delhi Development Authority (DDA). He has over 40 years of work experience in governance, development, revenue and policy formulation & implementation.

 

Jamie Andrew Simpson

Executive Director

Jamie Simpson is an economist and management consultant with over 25 years of work experience related to strategic planning, public sector reform, infrastructure investment and service delivery in Africa, Asia, Europe and North America. He has had extensive experience as a Project Director/Manager leading major projects and working with governments and Senior Executives on their strategies and investment plans. He has worked with a number of IFI / Development Agencies including: World Bank,IFC, Asian Development Bank, UK DFID, PIDG and United Nations.

Dr. Lena Gupta

M.K. Padma Kumar

M. K. Padma kumar is involved in developing strategies and managing operations of the group.

Padma has over 25 years of experience in the development sector working in Civil Society Organisations and International Development Agencies (DANIDA and DFID). As Head of State Partnerships at Department for International Development (DFID), India, he was responsible for developing partnerships, advocacy, programme design, management and strategic oversight of all programmes of DFID in the states of Bihar, Madhya Pradesh and Odisha. He also led on Change Management process driving efficiency and also shaping the organisation to deliver its post 2015 agenda. Padma has managed a range of development programmes (Pulse Polio, HIV and AIDS, Health Sector Reform, Nutrition, WASH, Urban Reforms, Governance, Benefit Transfers, etc.) working with national and international partners to improve the lives of people in India. He is known for driving operational, financial and programmatic transformations during his 17 years tenure at DFID. Prior to DFID, he worked with Danish International Development Agency (DANIDA), Help Age and World Wildlife Fund.

M. K. Padma kumar holds Masters in Business Management with specialisation in Human Resource Management and Finance. He has been extensively trained in Project Cycle Management, Grant Management, Performance Management, Leadership Skills and Change Management.

 

Abdul Rahim

Abdul Rahim is responsible for ensuring that the group maximises the value it achieves – through knowledge. Abdul is a senior development professional with more than 20 years of experience across diverse sectors including urban, health, rural & social development, and IT & e-Governance. He has led a number of large, multi-year, multi-departmental projects such as Health Systems Development Initiative (HSDI) for the Government of West Bengal, Odisha Modernising Economy, Governance & Administration (OMEGA) programme for the Government of Odisha and Growth Resources and Opportunities for Wealth Creation (GROW) with the Government of Bihar. All these projects were supported by DFID, Government of UK. He has also played key roles as Quality Monitoring and Evaluation Expert in DFID supported Knowledge Partnership Programme (KPP), KM and M&E Specialist in USAID supported SAMRIDH and SAMVEG Projects and the Cross-Learning Platform Expert for the BMGF supported WeCan programme. He has been advisor to several government agencies throughout India and internationally across Bangladesh, Afghanistan and Jordan for programmes supported by international bilateral and multilateral agencies. Abdul Rahim is a qualified Chartered Accountant and rank-holder at all levels of the CA examination. He also holds Post Graduate Diploma in Business Management from XLRI Jamshedpur (India). He is an accredited Management Teacher from AIMA, a certified Trainer, NLP Practitioner and a member of Toastmasters International & Junior Chamber International.

 

Himanshu Sikka

Himanshu Sikka is a development planner by qualification and has worked with several international agencies including The World Bank, DFID, USAID, UNICEF, ADB, WHO and The Global Fund. He brings with him over 20 years’ experience working in diverse geographic settings like India, Bangladesh, Nepal, DR Congo, Ethiopia, Kenya, Ghana and United Kingdom. His technical experience ranges from working at the grassroot levels to supporting national and provincial government in developing policies and large-scale programmes. He has been instrumental in designing and deploying innovative financing instruments such as impact bonds, conditional cash transfers and blended healthcare financing models. He currently serves as the Project Director for USAID funded PAHAL Project (including SAMRIDH Healthcare Blended Finance Facility) and Strategic Advisor for USAID funded MOMENTUM MNCH Accelerator SAMVEG project. In the past he has been involved in large programmes like USAID funded VRIDDHI and DFID Bihar SWASTH projects. Himanshu is a Board Member on IPE Global group companies Triple Line Consulting, UK and Ajooni Impact Investment Advisors Pvt. Ltd. He is also a Trustee for Centre for Urban and Regional Excellence (CURE). Himanshu is a Shell Centenary Chevening Scholar and Otto Königsberger Scholar.

Rattan Chhabra

Rattan Chhabra is involved in several key functions for managing financial accounts, procurement, administration, and other related functions of the group. With extensive experience, he has been analysing and chalking out various investment strategies over the years. Responsible for the Group’s financial management, planning, accounting commercial and legal functions, he has developed internal control and internal audit systems. Rattan is also responsible for corporate compliances, finalisation of joint ventures, corporate restructuring, and statuary compliances. He has been leading due diligence of target enterprises for grant, investment, and funding to enable businesses to achieve sustainability, restructuring and scaling-up etc. He is also involved in Financial and HR Management of development sector projects of multilateral and bilateral agencies which includes DFID, UNICEF, UNDP and WHO.
Rattan Chhabra is a Chartered Accountant. He also holds a Bachelor of Science degree from University of Delhi. He is a fellow member of the Institute of Chartered Accountants of India.

Mathis Primdal

Mathis Primdal is an accomplished executive with over 20 years consultancy experience. Mathis is Director and COO of Triple Line and Vice President of IPE Global with executive responsibility for leading the Europe, Africa, and Southeast Asia operations. Mathis has 20 years of experience in consultancy across the public and private sectors with significant experience in building business in Africa, Asia, and Europe. As the Director & Chief Operating Officer of Triple Line, he is responsible for overall management and oversight of business operations, strategic and operational business development, organisational development, client management and partnerships.  In his capacity as Project Director and Technical Consultant, he has worked closely with a range of multilateral development banks and financial institutions. Over the years he has accumulated extensive expertise in managing and directing large multi-sector, multi-country infrastructure reforms, development, and financing projects, often in challenging settings. He has also worked extensively with FCDO, Danida, Sida as well as France’s AFD. Mathis Primdal has a Postgraduate Diploma in Corporate Strategy, Organisational Development and Leadership from Copenhagen Business School, Denmark, and a Bachelor’s degree in Business Administration from Copenhagen Business School, Denmark.

Tanya Singh is instrumental for planning and coordinating the effective delivery of internal and external communications which positively promotes the Group’s vision, strategy, and client engagement. She also strategically advises on organisational QA operational objectives by contributing information and analysis to strategic plans and reviews, including streamlining processes for faster turnaround. Tanya provides communication inputs to key business initiatives. She is passionate about Corporate Social Responsibility (CSR) and mentors the team in developing and supporting CSR activities. She is also engaged in creating and supporting strategies across multiple channels for brand promotion. Tanya is Managing Trustee of Centre for Urban and Regional Excellence (CURE), an NGO that champions the cause of women empowerment, education, and social sector. She has been associated with several leading organisations which includes Pricewaterhouse Coopers (PwC), Oberoi Hotels, Bank of America and ABN AMRO. She has also been a corporate partner of Bharti Airtel for more than a decade. A Chartered Accountant, Tanya holds a Bachelor of Commerce degree from Shri Ram College of Commerce (SRCC), University of Delhi. She is a fellow member of the Institute of Chartered Accountants of India.

Clarissa Poulson

Clarissa has extensive experience in monitoring and evaluation. She is responsible for leading and developing Triple Line’s monitoring, evaluation and learning portfolio. She leads our experts in monitoring, evaluation and learning, grant management, gender and social inclusion and policy research. She is a member of Triple Line’s Board. Clarissa has many years of experience in managing teams and projects to deliver high quality work which provides clients with the technical support they need. Her technical experience lies in designing and delivering monitoring, evaluation and learning assignments for international development, particularly for complex and multi-country programmes. Clarissa also has extensive experience in managing grant funding programmes, from fund design and grantee selection to performance and risk management across the portfolio. Her clients include bilateral donors (DFID, USAID), foundations (Standard Chartered, GSMA), NGOs (Global Witness, elhra) and research bodies (World Resource Institute). She received ‘Best Paper’ award at the 2019 UK Evaluation Society Conference for her work on evaluating innovation funds. Previously, Clarissa had a successful career in the UK civil service across senior posts in policy, strategy, public service delivery and reform, HR and Ministerial offices. She has an MSc in Development Studies from the School of Oriental and Africa Studies at the University of London, and a geography degree from the University of Cambridge.

Raghwesh Ranjan

Raghwesh Ranjan leads Social and Economic Empowerment practice. He has over 20 years of experience in implementation and management of sustainable development programmes. Raghwesh is a social change enthusiast and a systems thinker with over two decades of work in social development. Raghwesh creatively designs solutions that bring the best of communities and governments to tackle some of the complex developmental challenges. He has implemented and managed several transformational initiatives focused on sustainable livelihoods, voice and accountability, normative change and government reforms to boost economic, health, nutrition and education outcomes for women, girls and marginalised communities.  Prior to joining IPE Global, he worked with Department for International Development (DFID), PwC India and Development Alternatives. He has contributed to several peer reviewed journals and has book chapters to his credit on a range of sustainable development issues. Raghwesh Ranjan holds M.A. degree in Governance and Development from Institute of Development Studies at University of Sussex, United Kingdom. He is recipient of the prestigious Ford Foundation International Fellowships Programme.

Shalender Sharma

Shalender is a development sector expert with more than two decades’ experience of working in the area of education and skills development (ESD) with organisations like UNESCO, UNICEF, ADB, The World Bank, DFID, NITI Aayog, National and State Governments. During his career, he has led, managed, and worked as specialist on various large-scale transformation projects and business process reengineering assignments for national and international organisations. As the Director and Head of the Education and Skills Development Practice at IPE Global, Shalender is undertaking variety of roles including policy review and reform, programme designing and on-ground implementation. In this role, Shalender offers strategic direction and guidance to business in this area and helps position it as a best-in-class offering for clients and stakeholders. Inter-alia Shalender has led projects related to professional development of teachers, reforming pre-service and in-service teacher training, development of School Education Quality Index, Baseline for the SANKALP (Skill sector strengthening programme), Training Management System etc. Prior to joining IPE in 2013, he worked for 15 years with MHRD and NUEPA/NIEPA.

He has led numerous Monitoring and evaluation and PFM assignments in India and globally for national Governments, multilateral and bilateral agencies and Large philanthropic organisation. Anil is leading the Sustainable Cities, Infrastructure and Responsible Tourism business unit at IPE Global. A seasoned professional and business leader for one of the largest and diverse portfolios, Anil is managing these businesses in South Asia, Southeast Asia and Africa geographies. With an overall experience of 20+ years, Anil has led Project Management and Business Development for Urban sector at IPE Global for close to two decades and is a key member of the senior management team. With his excellent strategies and deep understanding of critical business drivers, he has brought continuous growth to the organization. He is also providing his valuable mentoring and building capacities of future generation of leaders within the BU. Building Resilient and Sustainable Cities is need of the hour. Urban issues like inadequate urban infrastructure, lack of basic services such as water supply, sanitation and waste management etc. need to be catered with a vision to provide and promote sustainable services to achieve SDGs. Under Anil’s leadership, IPE Global is at the leading edge in development and implementation of similar initiatives leading to green, climate-resilient, and sustainable cities. He continues to manage a diverse portfolio providing services in Urban Planning, Infrastructure Engineering, Solid and Plastic Waste Management, Water & Sanitation, Infrastructure planning and development, Responsible Tourism, PPP, Tourism and Heritage Conservation, Urban Reforms and Governance, Capacity Building and Institutional Strengthening. Sudarshan Panda

Sudarshan Panda is responsible for overseeing and managing all corporate risk and compliance matters including procurements, contracting and due diligence for the Group. Sudarshan is a seasoned Risk and Compliance professional with 18 years’ professional experience in service and consulting industry in business compliance & operations management and brings with him strong contracting, financial management and donor management skills with over 12 years of extensive experience in ethical practice & risk management in areas of contract processes for procurement, governance and due diligence assignments in driving corporate level policy framework & SoPs, managed change management, strengthening of internal audit control procedures for internal fraud assessment and putting in place a shared business practices across business function through collaborative approach, benchmarking varied project performance and strengthening of service quality, policy resolutions through effective control mechanism. He has rich experience on handling statutory and donor driven compliance aspects and experience of developing guidelines relating to policies and procurement processes in line with DFID, CIFF, World Bank, ADB, UNICEF, USAID, etc. Sudarshan Panda holds MBA from University of Sambalpur, Odisha. He also has a Bachelors of Commerce degree from NSCB College, University of Sambalpur, Odisha.

Royston Brockman

Royston Brockman has had more than 40 years professional experience of working in the infrastructure and urban development sectors of the developing and developed world for both the private and public sectors. He has extensive in country experience throughout Asia and the Pacific, Africa and Europe, and has advised national and local governments and the private sector on infrastructure project finance, public private partnerships, strategic urban development, urban renewal, affordable housing and on improving service delivery. He has, for many years, been working as a consultant for the Asian Development Bank and the World Bank, preparing and structuring urban development, shelter and infrastructure projects for financing, and has been engaged in institutional strengthening and capacity development programmes. Recent assignments have included projects in Mongolia, Philippines, Myanmar, Armenia, and Viet Nam. He is currently working for ADB’s Independent Evaluation Department (IED) preparing quality reviews, project validation reports and project performance evaluation reports. Mr. Brockman has authored and co-authored several major publications including the ADB’s Managing Asian Cities, and City Development Strategies to Reduce Poverty. Prior to joining IPE Global, he was a director of ICF/GHK, and Managing Director of Brockman Tym International, a UK and Hong Kong-based consulting company established to undertake institutional strengthening, and financial and economic appraisal work on urban infrastructure, environmental, shelter, and land development projects. He is resident in Asia.

She is also Director Centre for Urban & Regional Excellence (CURE), New Delhi. Renu has worked extensively on issues of socio-economic poverty linkages along with equity and access of services for the poor. She has primarily been involved in creation of sustainable partnerships amongst government agencies, donors, research institutions and NGOs at the national and international level. She has managed and provided inputs to numerous programmes of Government of India and multilateral and bilateral agencies including DFID, ADB, Water AID, AusAID, USAID and UNICEF. Renu Khosla holds a M. A. in Child Development and Ph.D. in Home Science – Community Resource Management & Extension from University of Delhi. She also holds Bachelor’s degree in Social Science in Child Development.

Sriparna Sanyal Iyer is involved in delivery of various programmes in the urban sector. In her 15 years career as a consultant, Sriparna has successfully delivered a range of programs funded by FCDO, The World Bank, ADB, AFD, etc. In recent years, Sriparna has been building her skills and portfolio on climate issues and has completed several assignments in this sector. Sriparna has worked extensively in almost all the states in India and internationally in Ethiopia, Bangladesh, and Tajikistan.   Sriparna holds a Master’s degree from the School of Planning and Architecture, New Delhi and was a gold medalist. Her other qualifications include a Bachelor’s and Master’s degree in Geography from the University of Kolkata.

Gurmeet Singh Kochhar spearheads IPE Global Group’s Quality Assurance (QA) practice in support of the overall business with focus on adequacy, effectiveness, compliance and completeness of business bids including internal as well as external marketing collaterals, etc. He has played a key leadership role in many strategic issues at IPE Global, including development of corporate policies and streamlining department procedures, with a focus on further strengthening the company’s corporate governance. Gurmeet brings to IPE Global over 16 years of knowledge in programme & project management, quality assurance, branding strategy and certification.   Gurmeet began his career with Tetra Tech Inc., where he served in various capacities – in programme and project management, operational leadership and quality assurance for projects encompassing a broad spectrum of environmental and solid waste management advisory services. Also, during his stint with A2Z Infrastructure Limited, a leading Integrated Municipal Solid Waste (IMSW) Management company in India, he lead an implementation of Integrated Management System (QMS, EMS and OHSAS) across 10 IMSW facilities spread across India.   Gurmeet holds bachelor’s degree in Business Economics (Hons.) from University of Delhi and Master of Science degree in Ecology & Environment from Indian Institute of Ecology & Environment. He is a certified internal auditor for QMS, EMS and OHSAS.

Shilpi Jain

Shilpi Jain is involved with development, management and implementation of communication initiatives, be it internal or external that effectively describe, build and sustain the company brand. She liaisons with the media to effectively inform people about the company, its people, its mission and vision. Shilpi has over 15 years of experience in the Communications and Content space. She has worked across various sectors – Corporate, International Aid and Governments. Prior to joining IPE Global, she worked with National AIDS Control Organisation (NACO), where she developed and executed NACO’s digital media strategy and was instrumental in creating its social media presence. She was also responsible for several digital campaigns by the NACO to further their communication initiatives. During her stint with WaterAid India, she successfully led the development of India Sanitation Portal, launched at South Asian Conference on Sanitation (SACOSAN), 2008 by the then Speaker of the Lok Sabha, Shri Somnath Chatterjee. Shilpi was also associated with NIIT Limited for close to 10 years, where she led several end-to-end digital projects which included client management, trainings and communications. Shilpi holds a Bachelors in Economics (Honours) from the University of Delhi. She has co-authored a book titled Reflections on Managing WATER: Earth’s Greatest Natural Resource launched at the Club of Rome in October 2014. 

Tesfaye Hailu

Tesfaye is a certified water and energy specialist with over 20 years of professional experience. He is the head of Triple Line’s operations in Ethiopia and leads the delivery of energy and climate finance programmes and projects in East Africa. Tesfaye has extensive experience in climate finance and in implementing water supply and renewable energy turnkey projects across the east and southern Africa regions. Prior to joining Triple Line, Tesfaye was the Country Programme Head in Ethiopia for the FCDO-funded Climate and Development Knowledge (CDKN) Programme that was managed by PwC and implemented by SouthSouthNorth (SSN). At CDKN, Tesfaye supported the implementation of Ethiopia’s Climate Resilient Green Economy vision and strategy and the provision of technical assistance to the Ministry of Finance (MoF) on climate finance and the Ministry of Water, Irrigation and Electricity (MoWIE) on Decentralised Renewable Energy (DRE). He also led proposal development, feasibility studies and Environmental Impact Assessments (EIAs) that helped unlock US$50 million by the Green Climate Fund (GCF) and US$10 million from the Adaptation Fund on behalf of the Ministry of Finance. Tesfaye’s programme and project experience includes serving as lead advisor, consultant and programme manager in the water, energy, and environment sectors to government ministries, departments, and agencies (MDAs) in Ethiopia, Djibouti, Kenya, and Rwanda, bilateral and multilateral organisations (including AFDB, World Bank, USAID, FCDO, and GIZ), UN agencies (UNDP, UNICEF), and the private sector. Tesfaye has a Master of Science in Geophysics and Bachelor of Science in Geology from the Addis Abeba University
