The Odisha Government in Department of Food Supplies and Consumer Welfare for  its ‘Paddy Procurement System and Farmer Registration’ project has been awarded the Outstanding Performance in Citizen-Centric Service for the National Award on e-Governance 2015-16.

Madhu Sudan Padhi, Principal Secretary Food Supplies and Consumer Welfare received the Award from Chief Minister of Maharastra, Devendra Fadnavis at the 19th National Conference on e-Governance held at Nagpur today.

The award is in recognition for the DoFSCW Paddy Procurement Operations which pumps in a whopping Rs 6,500 crore annually on an average to rural economy.It was the brain child of  Mr.Padhi, Principal Secretary Food Supplies and Consumer Welfare, which has been meticulously designed and developed by CSM Technologies, pioneer in providing complex IT Solutions.

Odisha has became a Decentralized Procurement (DCP) State  in KMS 2003-04 .From modest quantity of 0.95 lakh MT procured under DCP in KMS 2003-04, it has gone up to 35.46 Lakh MTs in 2014-15. 
 


Besides, the State has become the second highest paddy procuring  surplus State in the country  after Punjab in  KMS 2014-15. Paddy is procured from over seven lakh farmers in more than 3,000 mandis in kharif and rabi season every year under DCP.

In terms of farmers’ registration, the quantity of surplus paddy available with farmers, society wise targets and district targets are generated  in  advance across the State.  There is no need for a new farmer to obtain identity cards as any of the three existing photo IDs (Voter card, KCC, BKKY) serves the purpose and reduces harassment of farmers. 

Advance planning for procurement during the season for each mandi is based on its handling capacity and number of  procurement days. Account details of farmers are checked by banks and land details checked by revenue inspectors ensures  clean data which has made direct  fund transfer  to  farmers’ accounts possible.Sources said, the entire data  will soon be made available in public domain to usher in transparency.

A society has been formed to handle farmers’ registration across the State. The society generates  pre-filled  forms of old farmers and  hands it over to them. Farmers fill up new registration forms and submit the same with the society. 
 


Later, the society digitizes it and  updates the changes  for old farmers. It is followed by districtwise  generation of reports by revenue inspectors and banks for verification.

Transactions are done through P-PAS  or post data entry of procurement in non P-PAS  blocks and various MIS reports are generated by the societies for their use. generation of various MIS reports  for use in societies

The impact of farmers’ registration is that now farmer’s identity cards are required for procurement. They are assured of sale of all their surplus paddy; both reducing their anxiety , uncertainty and harassment.  Advance planning for paddy procurement is now possible by the societies and work at Mandi /society has been reduced substantially.
